Buying a laptop abroad?

A few questions about buying a laptop abroad.
1) Import to Russia is allowed? Will there be any problems with customs?
2) I want a laptop with Windows 7 Home Premium. Naturally, it will be American. Is it possible to Russify it legally? And illegal?
3) If it is impossible to Russify the OS, is it possible to add at least the Russian language and the Russian layout? Stick stickers with Russian letters on the keys and use ...
4) What is the best way to order from dell.com - through intermediaries or using the "US address" service (Shipito, etc.)? 2) Surely there is something like MUI, as it was in XP, it's better to look on the MS website

3) You can add a layout even in Chinese, it does not depend on the OS language. And with the keyboard like this: 1 - engraving. 2 - purchase of similar keys with Russian letters and replacement of native ones. 3 - stickers.
4) Looking through which intermediaries. It is always safer through friends. If intermediaries are private traders whom you have not seen in person, then it is better through proven services with the “US address” service with checking the goods (on, off, matching the description), repacking (stronger and more reliable packaging).
