Building strategy/simulator in Unity tools?

Hello. I need to create a small strategy in Unity, but I don’t know where to start and what tools to use. Tell me, I found a couple of useful assets like: Unity movement asset, Generic terrain brushes. Maybe someone else can suggest something? Strategy / farming simulation game. And how much easier will it be to write in 2D than in 3D? I chose Unity because I know c# and js. Thank you for your help.

They usually start with disdoc. Then the architecture is formed according to the disdoc, it is turned into features and tasks. And then they sit down and program, program, program ... And then figs - the game turned out.
And the tools for this are any text editor for disdoc, any task manager for tasks, any IDE for PL.
