The question is difficult, because while Unity does not have normal support for WebGL, three.js is initially sharpened to work in the browser. Everything is determined by your willingness to wait and the complexity of the project that you intend to do. You can look at other engines like blend4web, it's more advanced than three.js but costs money if you want to develop commercial solutions.
