I seem to be very poorly versed in hardware, but is it really possible to assemble something adequate from scratch for $700 in 2019? If you are going to do 3D modeling, which includes "design", you already need a good monitor from 23 inches with an IPS matrix and normal color reproduction. And this is already a $300+ monitor, and throw in the SSD, the power supply for the video card \ processor. If $700 is exactly the right amount, I will be delighted with the pricing policy of the iron market.

You have already been answered, everything will depend on the games. My 4670 stone is still digesting what I play, so it makes sense for me to upgrade only the map.
