Budget motherboard + processor, is it worth it?

Hello. Now I use MSI 870C45+AMD PHENOM X4 955 BE. The budget is 12 thousand (in general, I would also like a hard drive for this money). I don’t consider resale due to the fact that I live in a small town, one junk. I haven’t followed the market for a long time and I’m afraid to buy something very expensive, and as a result get a 5% increase.
Solutions for both Intel and AMD are interesting.
Basic requirements: as many USB slots as possible (mouse, keyboard, speaker power, TV tuner, slot for a USB flash drive, but 4 slots are possible), 4 slots for RAM (16/32 maximum, although there are two slots), a slot for video, standard audio connectors, built-in network card.
Why I decided to upgrade hardware: too lazy to solder USB, only 2 SATA work, no software updates (and there is no interesting software either)
Why should I: VMware, Dota2, Chrome, in the future to install Windows 10.
I would like to know your opinion. Is it worth it to buy at all if you ignore the problems with USB and SATA? What increase in parrots (%) can I expect?

One available port for a Flash drive or an external drive, plug all other crap into a USB hub with its own power supply.
An SSD and maybe some extra memory will spice up an existing system.
SSD and USB-HUB will not be lost - they will come in handy in a new computer or laptop.
