Browser not loading styles, how to fix?

After a power outage, sites, toster, habra, stopped working normally on all browsers except FF! In general, something with SSL

Check the system clock.
PS: Today I got it myself.

Firstly, on Chrome and its brethren, the problem with SSL appears from version to version.
Secondly, there was definitely no update after the crash?
Thirdly, clearing the cache did not help either?
