Win7/8 has a special mode of operation "kiosk mode" or "restricted access mode"
Win7 can be configured to launch any program instead of Windows Explorer. This program should display itself in full screen and turn off the design. In view of the imminent end of life, Windows 7 is now of little relevance.
In Win10 Pro , it is possible to run an application from the Windows Store in kiosk mode. The Windows Store has browsers for just such tasks, but there may be problems with the keyboard, erasing history, etc. An arbitrary file instead of Windows Explorer (unlike Win7) cannot be launched and appx is needed. If you have Win10 Pro and a simple site that does not need a keyboard - try these programs, they might work.
In Win10 IoT, the same can be done for any exe file (I haven’t tried it myself, there is no license for the required edition).
There are specialized paid browser programs that can run in full screen mode on any version of Windows, erase history, prevent downloads, switch to home when inactive, etc., both foreign and domestic, included in the register of domestic software (from about 5 t.r.).
An alternative to paid browsers is the free Kiosk Browser . There is a Russian keyboard, download protection, remote control, etc.
Under Linux, if anyone needs it, I do not advise Porteus Kiosk - there is no Russian keyboard. Use the same Kiosk Browser.
You can run Chrome in kiosk mode, but it is also not suitable for anything (there is no keyboard, download protection and other functionality of specialized browsers for kiosks), but also if you just need to turn some ads or the site has a poking interface specifically for a kiosk, you can and him.
