Is there a browser with the ability to easily change the proxy and user agent (do not offer tor)?
The bottom line is that there is a proxy and a user agent list. You need a browser where you can download this list, and by pressing 1-3 buttons, the user agent and proxy would change. Tor is not suitable, because we need Russian proxies. Tor and hola don't fit.

k-meleon.
The user agent does not change (although apparently it can be somehow organized through scripts, it has its own system), but the proxy changes easily: tools - proxies - and then a list of your configured proxies appears.
