How to open chrome extension settings page from popup?

Hello!
There is a settings button in the popup of the Chrome extension that I am creating.
By clicking on this button, we should go to the settings page
Part of the manifest.json file to make it clear which settings page I am talking about:
"options_page": "options.html"
Alas, I could not find in the official documentation how this is do :(
Does anyone know how to do this?
