Browser can't find file via direct link?

I confirm the ssl certificate, but the browser does not see the confirming files on the site point-blank, and they lie there 5c63c7ace13c4015155388.png
. Accordingly, the site does not pass the test.
For the test, I uploaded a picture wow.png, it opens, but the files are not in any. Why?

It is possible that the allowed file extensions are explicitly set in the web server settings, but these do not fall under the rule.
Or not right.
What is written in the webserver logs?
