Broken touchscreen on android. I want to move the screen, how?

The screen is cracked, it does not work from the bottom about one and a half centimeters, including the navigation buttons. Everything is very bad :-(
I put some kind of resolution changer on the phone with a tambourine and changed the resolution, but only because the screen centers the picture, I had to "cut off" as much from the top as from the bottom.
Now I have a square phone
. is there a way to carefully cut off a piece from the screen exactly from the bottom, without touching the top?
The device is rooted, Oneplus One, where I am now it will definitely not be repaired and I will return to Moscow time only after 5 days.

If the touchscreen is broken, did you try to replace it?
I changed vseplus.com/product/mobilnye-telefony/104-sensorny to my Huawei Ideos X6 ... it didn't react at all. Failed to fall and hit something. At first I went to the service, but there they broke the price. I decided to buy parts myself and changed it myself.
