Briefly disable devices on PC?

Good afternoon.
There is the following situation: sometimes on a new (!) PC, peripherals, network, sound adapters are turned off, the image disappears. It can last either a few seconds (2-3) or until the reboot.
I changed the PSU and the motherboard, the Ryzen 3500X CPU, AMD Radeon R9 Gamer Series 8GB x2 RAM, AMD Radeon R5 Series SSD, Asus Radeon RX460 video card and 2 HDDs remain unchanged. The chipset tried A520 (GIGABYTE A520M DS3H)
and B450 (msi b450m pro-vdh max). PSUs were at 700 and 600 W. There is an opinion that there are 2 possible culprits left - the CPU and RAM,
but googling did not give any negative feedback with a similar problem, or in general similar situations.
OS Win10 Pro, initially checked the power settings, so the shutdown from the win side is swept aside.
The drivers are the latest, on the A520 I updated the BIOS to the latest version.

Look in the direction of the CPU and OS include as an option "Maximum performance" do not confuse with High performance!
