Brakes in Win7 when rendering multiple nested windows?

Misters system administrators and to them involved. At least my hands in terms of computers grow from the right place, but there is a problem with which I cannot figure it out for more than a year. No matter how much I tried to explain it in words, it turned out badly, so I recorded a video for clarity.

If in words, it turns out the following. Approximately a couple of three months after installing Windows (win 7x64, different versions and assemblies), inexplicable brakes begin in rendering windows with multiple elements. That is, if the window you open has a lot of internal elements (for example, the task scheduler: drop-down lists, separators, internal windows), then the whole thing starts to slow down insanely, both during initial rendering and when scaling the window.
And it would be fine with him, with the planner, but Adobe Lightroom, in which I work, is built on the same principle of scrolling numerous sliders and menus, and therefore slows down so that you can only work with mats in it. Well, you can clearly see it in the video.
About what I tried: I read that it could be a DWM problem paired with ATI video cards. Tried to forcibly turn off the visual design and dwm for lightroom - does not help.
I tried to completely turn off the decorations in the "Advanced settings - performance". Windows becomes identical to the 95th, but the rendering brakes do not disappear. The driver on the video, of course, I tried different ones over the past year and a half.
When it started is hard to say. For some reason, I have a feeling that this coincided with the transfer of the system to an SSD, but I can’t figure out how this can be connected.
