Bought a poor mother, what to do?

I bought Esonic h61FEL-U motherboard for i3-2120 in dns. Stupidly need a working computer for the office. What is the problem: the CPU cooler blows 100% from the moment it is turned on until it is turned off. The bios is so elementary that there is nothing at all. Since the company is Indian, the site was abandoned in 2014 - no bios updates, nothing at all. The only program to control the CPU cooler - Speedfan - safely goes to sleep in the blue screen.
