Why is the speed of the SSD underestimated?

Good day everyone. Purchased Intel 512 GB SSD (SSDPEKKW512G8XT). The declared read speed is 3230 MB/s, the write speed is 1625 MB/s. But the real figures are much lower:

The drive is inserted through a PCI adapter from aliexpress. Motherboard - asus z87m-plus. All latest driver updates installed. Bios updated. How to get normal speed and where to dig first?

1 x PCIe 3.0/2.0 x16 (x16 mode, yellow)
1 x PCIe 2.0 x16 (x4 mode, ) *1

And if you are very careful:
*1: The PCIe x16_2 slot shares bandwidth with PCIe x1_2 slot. The default setting is x2 mode . Go to the BIOS setup to change the settings.

1. PCIex works in 2.0 x2 or 3.0 x1 mode - Solution: fix in BIOS settings to 3.0x2 or 3.0x4, depending on which option is available.
2. The adapter works only in 2.0 x2 or 3.0 x1 mode, despite the fact that everything is set correctly in the BIOS and it is connected to the lower large PCIex x16 port. - Solution: change adapter.
***On the board, all other PCIex ports are 3.0 x1 and you can't get higher speeds in them.
