A couple of years ago I came across some software-generator of html blogs. The bottom line was that after installation, it generated a blog project in its own format, which could be synchronized via ftp with a hosting that does not support php, mysql and other joys of life. The blog was edited in a visual editor, several themes (templates) were provided. What else I remember about it: the client of the program is English-speaking, like in Java, there is a distribution kit for Windows, the domain of the site is long (10+ letters).

Maybe someone came across and remembers the name?
