There is an opinion that most likely Ukrainian providers will filter URLs, but all sites that I will block use SSL (HTTPS). Can the provider actually put a filter on the URL if you are connected to Yandex via HTTPS?

Blocking will be on dns in the first place. And then it will be seen.

To begin with, it will be necessary to drastically upgrade all networks in Ukraine and equip all providers, if not with DPI, then stupidly with blocking rules. And it will take time anyway. What they will think up during this time and what option they will implement - who knows.

Technically, no problems.
Politically.. keep silent.
