Block incoming/outgoing long-distance calls?

Given iphone, tele2, number on Avito, missed from intercity.
Problem: the number was taken for work, so I call back and get minus 11 rubles for nothing.
Purpose: to block incoming / outgoing intercity international
call-center operator said that there is no such service in tele2 O_o
What are the ways to solve the problem? (change of operator, tricky iPhone setup, etc.)

I don’t understand something, what is the problem:
1. Incoming free, why block them?
2. Before you call (call back), see where you are calling - well, no way?
