BLE Hm-11 can't hear AT commands?

I connect bluetooth 4.0 module to arduino. I do everything, as on the site www.seeedstudio.com/wiki/Bluetooth_V4.0_HM-11_BLE_... I connect
power and ground to 12 and 9 legs. I attach legs 2 and 4 to pins 2 and 3 of the arduino nano. I upload the slave program from the wiki to the arduino. As a result, hm-11 is visible to the phone and bluetooth whistles, but does not respond to at-commands either from arduino or when connected via bluetooth. Tell me where to go? Tx and rx changed places, does not work.

At least some data can be read from it? Are the speed and port settings correct?
