Black screen after power on, help?

The PC is very hot, I decided to clean it like everything was sorted out, I took off the card, cleaned it thoroughly with ear sticks Rx 5700 xt card. On 3 screws, well, everything seems to be put in place, I turn it on and writes NO SIGNAL. The inscription of the manufacturer Gigabyte shimmers in different colors as usual, and the fans on the card do not spin and there is no image. Also, a white light on the Msi b450m pro max motherboard started to burn. I urgently ask for help, please! The computer is needed as much as possible for the robots and requires urgent repairs, who will find a real solution to the problem and it will work for me;
