Well, everything is correct. For an element without a section, the url is /news/CODEELEMENT/ - and this is your section page. Since the section most likely does not exist with such a code, all elements are displayed.
What do you want? What should be the logic of work?
Display element? You cannot do this with standard components, since there is no joint uniqueization of section and element codes. So you either need to do directly in /news/index.php the code that will choose which component to connect - complex news or single news.
Or customize a complex component (as I understand it, you use it) of news
