Is it possible to organize a user's personal account on Bitrix (without access to the admin panel)?

Welcome all.
The task is to rewrite the existing small site from Yii2 to 1C-Bitrix.
There is nothing complicated in the public part of the site, you can say a business card site.
But authorized users (a limited number) have a personal account
in which they send small reports every day, mostly text.
The administrator reviews these reports accordingly.
I have not encountered Bitrix before.
In this regard, the questions are:
1) Is it possible to organize a user's personal account on Bitrix without access to the admin panel?
2) Most importantly, is it possible to create your own models (entities) and forms for them in your personal account?
How much will the existing Bitrix functionality help with this?

1. yes, there is no difficulty in this, you have a basket and ordering, it goes without entering the admin panel, and this is an office, so there is no difficulty here.

There are two types of personal account - the one that comes standard, usually for an online store (viewing orders ....) and the one that you create yourself (for example, via api + forms + access by login)
You can create any forms and store data in infoblocks.
