The volume is about 100,000 per month, maybe there are some tricky options through the same mts or megaphone, I heard they provide an interface for sending messages, or maybe some gateways like clicatell
Interested in the lowest possible prices, say up to 25 kopecks.

All popular operators provide API. In Ukraine: Kyivstar has a custom HTTP protocol, Beeline and Life have SMPP, MTS has, oddly enough, via SMTP/POP3.
There are ready-made solutions - SMS gateways, which already have integration modules with major operators. This is much cheaper than working through intermediaries, and with a large SMS flow, the money saved can pay for a simple server at a collocation where this gateway will be installed.
As for prices in Russia, I will not say. In Ukraine, not so long ago, they bought SMS from the Life operator for 7 Ukr. kopecks (this is somewhere around 26-28 Russian kopecks). They say that it is possible and cheaper if you can guarantee a certain volume per month.

I tried to work with MTS directly, it did not work out. Perhaps there was a small amount of SMS. Can on 100K they will give the gateway directly.
