Benefits of Blockchain over Database?

If you use the blockchain as a data storage, it turns out that the blockchain will only ensure the impossibility of deleting / changing / replacing the stored data, and the chronological sequence. Whether it is possible to provide too most in a normal database and how?

What is a "regular database"?
Suppose, in a relational database, such as MySQL, this behavior can be achieved by setting user permissions only to SELECT and INSERT, which will not allow changing already recorded data, and all data will be entered in chronological order.
