How to organize the "Panic button" service?

you need to create a system with the following functionality: the user presses one single button (initially at home, but it would be great if the system was wearable), the pressing signal comes to the control room, where the operator sees the device number (and hence all the parameters - then who owns it). The operator is already working.
There is an understanding of what can be done on the basis of any security system with a gsm channel. Question: what is better to choose, how to receive a signal, how to understand from whom it is and display it in the program.
