In a Hyper-V environment, you need to create a virtual switch. Bring the network to the switch, in which there should be machines.
Concerning allocation of addresses. Usually these are separate networks for host machines, forwarded using Vlan.
You have everything terminated by the L3 segment, this creates certain difficulties.
