Barcodes, registration, receipt, single base?

Good afternoon.
The client wants the program itself to find the necessary information by the barcode (at least the name, so as not to drive it in manually).
The problem is that I can’t find a service (albeit paid, but up to 15 tr. per year) that has an API to get all the possible information. And in general, is there such a "centralized base"?
If the client wants to receive barcodes, then how is it guaranteed that it will be unique?
I find only barcode registrars, but it is not clear to them what database they add to, whether they add at all. The barcode itself is in ean13 format.
Googled so far about gepir.gs1.org but as I understand it, this is just some kind of large "association" and there is a code only for those who joined ... (although most of what was at hand was found)

For the EAN-13 code, you can only get the country that issued this code (the first three digits) and the manufacturer's identifier (the next 6 digits). The numbering of goods in the code (three digits) is carried out by the manufacturer himself and he is not obliged to register his numbering.
