Applications are just files.
For applications to work, they need to be registered in the system - registry entries, library registrations, etc.
That is, in order to restore the functionality of applications, you need not only a backup of application files, but also a backup of the system.
Then the question arises - why reinstall if you then restore the system state anyway?
In general, either you backup the system with all applications, and after recovery you get the opportunity to restore it, or you reinstall the system and install all applications again.
Normal practice is to backup the system with all settings.
Install a clean system, install all the necessary applications, and make the settings you need and backup.
Then, with a certain frequency, for example, once a month you make more backups - as a result, you always have a backup of a working system.
And if there are problems - viruses, incorrect software that ruined everything, or something else - you simply restore the backup to the date when everything was fine in just a few minutes, and continue working on a normal system.
