AWS sending SMS?

Does AWS have something like a sandbox for SMS (free SMS)?
If I want to test sending SMS (for example, verifying a phone number in Cognito), do I need to pay $0.09 per SMS? What other options are there?

There aren't any. SNS has Free Tier for the first 100 SMS per month, but only for US. proof
