AWS Amazon - What is the best Region and method of raising the base?

Good afternoon!
Our project (which is designed for US users) is moving to Amazon AWS, so the following questions arise:
- Which region is better to choose? Oregon/Virginia/California?
- So what do you think about Amazon RDS Postgres? I poked a little, and really liked that you can add Read instances in one click to unload the master from SELECT. Or are there any downsides you have encountered with Amazon RDS?

1) Any, there are three of them to use geo-distribution, that is, in fact, for better availability and response speed, you must use all three to build a cluster.
2) I don’t think anything, I don’t like not to control my software infrastructure.
