Autoload nodejs on windows 10?

Salute colleagues. Two questions:
1) Development has to be carried out on Windows 10 and laziness every time after turning on the computer to start a local server (if I call it correctly), such as going to the directory to run the file through "node index.js". How to make nodejs itself run this file as a process when you turn on Windows? And in case of failures, how to set up an automatic restart?
2) On Linux, this is implemented via forever (application restart), but will forever work if I restart the VDS server? It’s not a desire to set up an experiment, the server is combat and with an already large uptime))
