What's the problem? Store a table of correspondences between logins and random long enough identifiers. When logging in with this identifier, create a user session as if the user logged in with his username and password. Something like this on the sites and the mechanism "remember me" is arranged. Make an endpoint on the site that accepts an identifier via GET as an input, checks the identifier against the database and logs in the user if the identifier matches some login, or gives a beautiful error message that the QR code has already expired. And there are a lot of libraries that wrap links in a QR code, ready-made, both on the backend side and on the frontend side.
