Authorization instead of a 404 page how to fix it?

Please help, I've gone through everything. Instead of a 404 page, authorization opens.
And it works for the directory section. but not for the rest.
If possible, in more detail. I don't know much about Bitrix.

See the 404.php file at the root of the directory, if there is a redirect with 404 then the rule is in .htaccess
