Authorization by client certificates does not work, how to understand what's wrong?

Authorization through a certificate has stopped working, through chrome it simply does not show the certificate selection dialog, and the site gives out that the certificate is not found, and if through IE it says "Cannot display this page"
Tried on the sites startssl.com and light.webmoney.ru

The problem is solved, quite unexpectedly it was included in windows ssl 2, ssl 3. Disabling ssl helped.
