At what point is the torrent uploaded to the tracker?

Is the torrent uploaded to the tracker at the moment the torrent is created (by specifying the tracker address) or while the torrent is already uploading to the forum?
The algorithm for creating a torrent is as follows:
1) create a torrent (specify the address of the tracker)
2) create a distribution on the forum and upload the torrent there
After what step does the torrent get to the tracker and begin to be processed by it?
