Windows 10 is blocking ports for uTorrent, how to fix it?

Hello. I have an official build of Windows 10 Pro x32.
Windows blocks ports for uTorrent to work properly.
There have been actions taken to disable Windows Defender, disable the firewall, disable the IP filter in uTorrent - nothing helps, the speed is 1-10 Kb / s.
Sometimes it breaks through and downloads at a speed of 1Mb / s
If you do not download via a torrent, then the speed is 4-7Mb / s
