Asterisk, the signal is busy (busy) non-standard, how to solve?

Faced the problem of a non-standard clear signal on FXO ports (2 lines out of 8).

at any settings, the clearing beeps are not detected.
In the case of 425/200.0/200, it would be easy to overwrite busypattern, but since there is also 425/600, nothing works.
I know about fenders for analog lines, but after reading about them on the net, I realized that they also work on constant signals, that is, sound, silence, which can have different meanings. And since the length of the sound varies, it is highly likely that they will not work.
Maybe someone has already experienced something similar?

It is not very clear what is used in the role of FXO (board or external gateway)
If the board, then Asterisk should process the tones and probably you can create your own set of tones in it
(425/200. 200,425/600) and use it only for problematic 2 ports.
Hmm, the indications.conf file describes a very similar tone to your drawing, but in the tone set for Singapore

(what the stutter tone is responsible for and what "!" means, I don't know)
Maybe your operator has FXS from Singapore and is doing unnecessary work :-)
