Assess the feasibility of the plan for the future: Germany vs Czech Republic vs Moscow?

Given: secondary professional diploma in IT (not higher), 2 years of enikeyship, now I have been working as an administrator in a cool company for half a year (stack: linux, bash, anisble, standard opensource services). English B2. I want to develop in information security (offensive sec, systems analysis).
Now I am actively studying to take RHCE, CCNA, OSCP. Plus I think to learn another foreign language.
I want to go to Europe as soon as possible. There are two and a half plans in my head:

1. In 1.5-2 years, move to Europe (Germany) on a work visa. To Germany because the requirements for foreign specialists will soon be simplified there. To do this, you would need to improve English from B2 to C1 and learn German.
2. Save up and in 1.5 years enter the budget of a university in the Czech Republic for information security / mathematics in IT / CS. To the Czech Republic, because the only available option for a prestigious higher education. But here you need Czech, and at a very high level. The language is not the most useful, unless you go to a Czech university.
3. Just move to MSC/SPB and find a job. This is an option if everything else fails, because I'm afraid that my legs will be broken here for running near the city hall, or something like that, I think you understand.

I need to choose what to prepare for, because there is no time for anything anyway.

The opinion of those who have experience or who know something from someone else's experience on these issues is very interesting.
- Is it difficult to get into information security in Germany with RHCE, CCNA, OSCP without experience and education? And I'm not 100% sure that they will even give a visa without a tower even with the new rules, I haven't been able to figure it out in detail yet.
- Will it make sense at the age of under 25 and with considerable experience in IT to go to university and (relatively speaking) waste 3 years studying instead of working? There is a desire to study at a university, if anything, the question is whether this is an effective strategy.

3 is better, and then 1 or 2, if 1 or 2 does not work right away. What is the point of living in Russia not in Moscow time or St. Petersburg?

Option 1 will not work, because you need a tower or 5+ years of relevant experience in order to get a visa. If there was a profile tower, then yes, all roads are open, and so - almost nothing is impossible. Therefore, either endure and gain specialized work experience in the Russian Federation, or go to study and get a tower, or get a tower in the Russian Federation.
