Artifacts appear on the new macbook?
MacBook Pro 13 18, Mojave 10.14.3 artifacts sometimes appear on startup on the splash screen with an apple sometimes when watching a video. Appear and immediately disappear. Go straight to the service or is it a software and driver problem? Has anyone else encountered this?

Look, are these glitches? Links to StackExchange and Reddit .
Forum artifacts (red/blue/white pixels) are an internal bug in macOS Mojave. It's not worth worrying. People describe that it came immediately with the upgrade to 10.14. Resetting NVRAM, SMC and reinstalling the OS did not help. Those who rolled back to High Sierra did not notice these problems. Perhaps the new Metal 2 is weird.
Again, only the MacBook Pro 2016-2018 is affected by this problem, regardless of the configuration and screen size, nothing has been heard about the new Air yet.
But not the fact that you have it programmatically. Try to make a screen or use quickTime to record a video of the screen. It happens that it is enough to move the mouse cursor or change the position of the window, the glitch disappears (if this is the case or an artifact is displayed on the video, you should not worry - a software bug).
I don't notice this on my Pro 15'' 18.
