Are there ways to use Russian speech recognition via SAPI in a web page?

1) Can SAPI (starting from 5.1) normally recognize Russian speech? Are there Russian-language dictionaries for it, and if so, where can I get them?
2) Is it possible to run this on a web page without digging into the settings so that it works even on older versions of IE? I read that to use this method, you must either add the domain to trusted sites, or enable the use of signed ActiveX for all sites. Is it possible to somehow do this in another way, at least through clicking on "allow blocked content"?

1. You can not expect high-quality results
2. Depending on what you mean by recognition, from realistic I can imagine recording sound from a microphone and sending it to the Google API, there will be no real time, but at least it will recognize at least something.
