Are there SMS-only devices?

Calls are not at all interesting, but incoming SMS (GSM) is needed, I would like something like a pager with Unicode (Cyrillic) support.
When you call, ideally, to say that it's not online, or at least do a reset.
Such a device would be nice to be mobile, so that it would always be itself.

take any android device, block all incoming calls, and receive sms with unicode support and even emoticons.

This device is called a pager. This service is still provided by local operators.
You could at least write down your city.
