There are no industrial services of this kind (or they are in deep private :)).
The easiest option is to find a person from the desired country on various forums/social networks and ask to send SMS after making an advance payment (due to the significant amount of fraud with premium SMS, it is unlikely that anyone, except friends, will agree to do this without prepayment :))
