Are there resources with a comprehensive language learning program, rather than individual lessons?
There have already been many topics on how to learn English. For myself, I wrote out some and googled it myself.
Grammar : and Murphy's textbook, and lingvo leo, and skyeng, ...
Phonetics : a bunch of other resources. Everywhere somehow it's all separate.
Plus, practice : for example, watching movies with subs or reading books.
And so I sat down yesterday, and I don’t know what to take on :( There are so many things and it’s not clear where to start.
How to make some kind of consistent program out of all this (say, for 3 hours a day), so that every day
a little bit to learn the rules, practice pronunciation, train your ear, memorize a few words?

What level are you now?
I would recommend Wlingua every day. Two (3, 4, 5) lessons. There is a good system. Words + grammar.
And to this add various interesting materials. If the level allows, the keyword is INTERESTING. To not have to force yourself.
There are a million materials, depending on the interests, I can recommend.
