Are there proxies that support traffic encryption?

Are there any implementations of proxy servers that support traffic encryption between the client and the proxy? That is, a kind of VPN \ ssh-tunnel, only in the form of a proxy.
Or any other solutions that meet the following requirements:
- cross-platform (support for both desktop (windows, linux) and mobile OSes (android, ios), it is possible in the form of browser extensions),
- the ability to selectively proxy traffic (ala to toster .ru traffic goes directly, and to habrahabr.ru through a proxy),
- the ability to install the server part on your server.
VPN does not suit you because you don’t want to wrap all traffic (speed is lost, some resources require a Russian ip, there is no way to combine several vpn (we go to pandora.com through the USA, to test.ru through France), the ssh tunnel does not suit poor support with side of mobile operating systems and the need to reconnect in case of a break.
