Are there programs that restore default network settings for Windows (registry, etc.)?

The computer interrupts listening to a specific radio station. No packet loss was detected by the network itself. At the same time, I pinged PingPlotter with the address of the playlist location.
The phenomenon began to be observed after the fight against the virus. At the moment, the virus has been eradicated. The virus added to the registry the launch of malware on the browser opening event and a couple of other bad things. Cleaning was carried out first by hand, then special. SpyHunter and Dr.Web programs. The first one cleaned up the tails of the virus in the registry, the second one cleared their tails on the disk. So, they probably broke (or rather, even I broke it myself) something in the registry.
Are there programs to check the integrity of the registry (for the lack of necessary keys, incorrect values, etc.)?
No problems were found in the stability of the system, only now the music is interrupted and I can’t listen to my favorite ULTRA radio ... At first I sinned against the server, but pinging did not show me packet loss, although in parallel both in the browser and through winamp the music was interrupted (winamp drew signal loss). Interruptions are not monotonous, they can occur at intervals of both 2 minutes and 30 seconds. On another computer from the same network, the radio works without interruption.
Video and, for example, music from VKontakte works without interruptions.
Just in case, the link I'm listening to is: nashe2.hostingradio.ru/ultra-128.mp3
