Are there programs or sites that make templates for games?

Let's say I want to add dialogues to the game, or even a visual novel, but the artist is like Pikakoso only at the age of 2: D
And in many games, I notice that the characters (especially if it's a viz. anime novel) look very similar to each other, like as if there is some kind of generator of such sprites ...
So the question is - are there any programs or online services where you can generate sprites that you can then use in your games (without violating rights)?

The same applies, maybe there are editors there for all sorts of things, armor, etc ....

There are many free and paid assets with sprite sets - copyrights will not be violated for downloading them in official stores. You can also find character look generators in the Unity Store , but they are mostly paid.
It all depends on the required functions in the game: someone needs the sprites of the entire character for a simple output, someone needs them as a part of the body, etc.
