Are there phones/tablets powerful enough to install ubuntu with intellij idea?

I'm tired of carrying a laptop to work with me, I want something smaller and lighter. Mob. the device will connect to an external monitor. There will also be a separate keyboard.
Are there similar devices?

It seems that they wanted to somehow raise money on a kickstarter for a full-fledged phone on Linux, but they could not raise enough money. In general, there are phones on which you can put Ubuntu touch like, but this is not it.
Perhaps you are best suited for some lightweight MBA -type laptops or Windows tablets. I don’t know how things are on these tablets with the ability to set other axes, but in theory everything should be fine.
