Phone + 3g + dual-SIM + linux?

Actually, the question is in the title. I am looking for a phone with such parameters, preferably with an adequate price.
The shape of the case, color and general appearance do not excite at all.
A brick with 6 hours of work with the command line instead of the interface will suit me.
What for?
3g: I want to set up the Internet using the phone as a 3g modem, respectively, it will be nice if the phone can receive calls (including to another SIM card) if it is connected to the Internet.
linux: It will be great if the system is as simple and open as possible, so that it is easy enough to write your own application for the phone if necessary, and that you can be sure that there are no backdoors on the phone, and you can access low-level functions (up to sending certain signals at a certain frequency or changing the number sewn into the phone, well, or changing it when sending) and from the additional functions, perhaps an alarm clock and a calculator can come in handy.
dual-sim: It would be nice if both sim cards could be active at the same time (and when talking on one of them and calling on the second, a low sound warning would be issued).

There was an openmoko project, which can be installed on any more or less PDA smartphone.
Buy on android and install Linux yourself, if you really want to.
If anything, you can always reflash back.
