Are there open resources for publishing a web developer portfolio?

Good evening! Interested in whether there are sites in Runet that allow you to publish your projects. Basically, these are websites or website layouts.
From the functionality:
1) the possibility of a full-fledged publication of works, with images, descriptions, indication of the technologies used.
2) the ability to evaluate the project, leave comments.
Please do not offer to create your own portfolio site.
I am familiar with Brainstorage - almost all the necessary functionality has been implemented, but it draws attention to the fact that there are not enough views of the work, that is, unfamiliar and random people practically do not enter the page.

Not runet, but the de facto standard for this kind of task.

Use DA ( http://www.deviantart.com). Many web designers post their portfolios there.
