Are there online virtual PCs on Windows?

Hello!
I would like to get advice from knowledgeable people about virtual personal computers online (Cloud PC).
I am an Android developer, and I have to work on one project on several computers, which is not always convenient (for example, one of them is an old slow laptop that Android Studio cannot handle).
I heard that there are some services that provide computing power for rent. But they are intended mainly for solving specific problems: hosting sites, load testing, storing large amounts of data, etc. Or they only mimic the standard Windows interface and have a limited set of office applications. Yes, and market reviews of such services date back to 2011-2013.
In general, I have not yet been able to find a service that would allow me to create an ordinary virtual personal computer on Windows with average characteristics so that I can easily connect to it, for example, through a browser and run Android Studio.
That is why I turned to you for help. Please, tell me, is it possible today to create a similar virtual PC for solving the described tasks? If so, what services would you recommend?

VPS + RDP. It will only be expensive. At least you need a Windows license (by the way, why Windows? AS feels great under Linux). Plus add delays - it will be uncomfortable.
UPD: it doesn't pull AS - use some kind of light editor like Sublime or VSCode.

Windows virtualization always includes the cost of a Windows license. Therefore, it will not work out cheaply - it will be easier to buy a new laptop. And yes - there will be no console as such - there will be only RDP / VNC, that is, it is not a fact that AS will not slow down :)
